A key vote on insurance coverage and a potential audit contract top the agenda as the Seneca County Water-Sewer Authority meets Thursday.
The meeting includes both a regular session of the Board of Directors and a separate session for the Audit Committee, both scheduled for 5:30 p.m. at the County Office Building.
Insurance coverage up for approval
Board members will review a quote from Eastern Shore Insurance Agency to provide coverage for public officials liability and financial crime protections. The proposal includes a $2,245 premium for liability coverage and $447 for crime coverage, for a total of $2,692. The agency recommends approving the package before the new fiscal year begins December 1.
A memo from MRB Group consultant Matt Horn notes that the proposal meets statutory requirements, including a bond for the Authority’s Treasurer, and fits within the 2026 budget.
Audit services proposal under review
The Audit Committee will meet first to discuss a proposal from Bonadio & Co. to serve as the Authority’s independent financial auditor through 2029. The same firm recently won the audit contract for Seneca County.
Consultants are recommending that the committee refer the proposal to the full board, which will consider approving it during the regular meeting. The proposal outlines an initial fee of $5,000 for 2025, with future years ranging from $5,000 to $10,000 depending on activity levels. Bonadio would help ensure the Authority complies with state audit standards for public entities.
Executive session and next steps
Also on the agenda is a possible executive session to discuss matters related to “the appointment of a particular person or corporation,” in line with state public officers law.
An update from Executive Director Dan Schmalzel is scheduled, along with discussion of next steps. The next regular meeting has been rescheduled to December 18.
