ESL report shows most homeowners in Finger Lakes plan to stay put

Most homeowners in the Greater Rochester and Finger Lakes region are choosing to stay in their current homes, according to a new report released by ESL Federal Credit Union.

The survey, conducted in the second quarter of 2025, gathered responses from roughly 300 residents across Monroe, Ontario, Livingston, and Seneca counties. ESL officials said the goal was to capture homeowner sentiment at a time of major change in the housing market.


“We’re pleased to share the results of this survey giving us a clearer picture of homeowner sentiment through the voices of homeowners themselves,” said Jim Miller, vice president and director of mortgage lending at ESL. “With such significant changes transpiring in the housing market over the last several years, we think it’s important to learn directly from local homeowners.”

Majority staying put

More than 60% of respondents said they are not considering a move at all, and more than half have not seriously considered moving since 2023. Of those who have thought about relocating, 41% cited downsizing as their main motivation.

Among those open to moving within the region, Pittsford, Webster, and Penfield ranked as the top three preferred destinations. The survey also found that family proximity drives most decisions — 55% said they would move to be closer to relatives and friends.

Insight for housing professionals

The report, which included both multiple-choice and open-ended questions, asked homeowners about their moving plans, location preferences, and perspectives on the regional housing market. ESL said the findings could be useful for real estate agents, planners, and community leaders assessing local housing trends.
