According to the Cayuga County Sheriff’s Office, 33-year-old Joseph R. Mattice was arrested around 4:09 a.m. on August 21, following an investigation at a residence in the Town of Conquest.
Deputies say Mattice slapped the victim in the face while they were driving home, causing a nosebleed. He then allegedly grabbed the victim’s clothing and twisted it around their collar, making it difficult for the person to breathe. After the altercation, Mattice reportedly fled into nearby woods, where deputies later located and arrested him.
Mattice was charged with:
- Criminal obstruction of breathing or blood circulation (A misdemeanor)
- Menacing in the third degree (B misdemeanor)
He was taken to the Public Safety Building for processing and is scheduled to be arraigned in CAP Court.
