Audit finds NY homeless shelter oversight still lacking

A new report from State Comptroller Tom DiNapoli says New York’s Office of Temporary and Disability Assistance continues to fall short in managing the state’s homeless shelters. Despite eight recommendations made in a 2020 audit, only six have been fully implemented.


Inspectors found that 60% of shelters remain in poor condition, with ongoing issues like structural damage and infestations. A major concern is the failure to ensure treatment plans that help residents transition into permanent housing—70% of clients sampled have not made that move.

The report also criticized the lack of tracking for hotels and motels used as makeshift shelters, especially in rural areas. While some improvements were noted in inspections and safety systems, OTDA has not responded to the latest findings.
