The Village of Penn Yan Board will consider over two dozen action items at its June 17 meeting, including a key infrastructure change order, several staff appointments, and a summer recreation policy update.
Among the top agenda items is a $18,975 change order for Casinella Excavating, LLC as part of the ongoing water service line investigation. The adjustment adds costs for temporary asphalt restoration and its removal as final paving progresses. This raises the total contract price to $647,725, though project completion dates remain unchanged.
In personnel matters, board members will vote on hiring Logan Miller as a lifeguard, appointing a full-time police officer, and accepting the resignation of the deputy clerk. The agenda also includes motions to permanently promote James Marshall III as code enforcement officer and authorize recruitment for a replacement deputy clerk.
Board members are also expected to approve a new accountability policy for the five-week Village summer recreation program. The policy outlines discipline procedures and parent conduct rules, including escalating consequences for serious or repeated misbehavior.
On the financial front, the board will act on an amended Resolution No. 50-2025. The amendment includes transfers totaling $95,583.02 to offset negative balances in multiple funds and allocate grant revenues. These include CHIPs highway funds and a $29,509.99 police equipment reserve drawdown for a new investigator vehicle.
In addition, the village will vote on a $268,872.64 drawdown for the Cherry Street Headworks project under a Community Development Block Grant and authorize a subrecipient agreement with Finger Lakes Horizon Economic Development Corp. That agreement supports a $180,000 federal grant for the rehabilitation of Spuds Diner on East Elm Street, including a $16,000 allocation for program delivery and administration.
Other items on the agenda include:
- A $4,000 bucket truck rental agreement with Global Rental.
- Sewer forgiveness of $108.13 for a water leak at 239 E Elm St.
- Approval of $15,697.98 in municipal utility payment agreements.
- Cancellation and refund of a sidewalk installment agreement at 111 Lawrence St.
- A $3,639.04 service contract with Water Wise Inc. for cooling tower maintenance at Village Hall.
- Authorization for police training courses and equipment purchases using IEEP funds.
Also up for approval is the appointment of Jennifer Randol to the Historic Preservation District Commission, effective June 18, for the remainder of a one-year term ending in April.
The Village Board meeting will take place at 6:00 p.m. in Room 202 of Village Hall at 111 Elm Street.
