RG&E says most electric bill charges are beyond its control

Rochester Gas and Electric (RG&E) says roughly 65% of the charges on customers’ electric bills come from costs the company does not control, including state-mandated programs and fluctuating market prices.

The utility shared a new bill explainer Tuesday to help customers better understand where their money goes and reaffirm its commitment to transparency.


According to RG&E, fees like the system benefits charge—which supports state clean energy initiatives through NYSERDA—and the supply charge are not set by the company. Supply costs are tied to energy market rates and passed directly to consumers without markup, the company said.

The explainer also details portions of the basic service, delivery, and transition charges. About one-third of those charges fund government programs and taxes, while the remainder supports RG&E’s operations—such as grid maintenance, lineworker salaries, and system upgrades.

RG&E serves over 378,000 electricity customers and more than 313,000 natural gas customers across nine counties in the Rochester region.
