A Horseheads resident is facing felony charges after a child exploitation investigation led by New York State Police uncovered evidence of illegal material involving minors.
Troopers arrested 27-year-old Alexander W. Lowman following a multi-agency probe that began with a referral from the National Center for Missing and Exploited Children. The investigation involved the SP Horseheads Bureau of Criminal Investigation, Troop E Computer Crimes Unit, Troop E Forensic Investigation Unit, SP Horseheads Uniform Force, and the Village of Horseheads Police Department.
On April 18, troopers executed a search warrant on Tifft Avenue in Horseheads. Investigators seized several electronic devices for forensic analysis by the Computer Crimes Unit.
More than a year after the initial search, Lowman was formally charged on May 27 with promoting a sexual performance by a child, a D felony, and possessing a sexual performance by a child, an E felony.
Lowman was arraigned in Village of Horseheads Court and released pending further court proceedings.
