USPS shipping rate increase 2025: What to know before July 13

The U.S. Postal Service has announced a new round of shipping rate increases set to take effect July 13, 2025, as part of its long-term plan to modernize operations and ensure financial stability. These changes were recently approved by the USPS Board of Governors and filed with the Postal Regulatory Commission (PRC) for review.

While mailing service rates remain unaffected, several key shipping services will see notable price hikes.

Which USPS services are affected?

Starting July 13, 2025, the following domestic shipping services will see price increases:

  • Priority Mail: +6.3%
  • USPS Ground Advantage: +7.1%
  • Parcel Select: +7.6%

There will be no changes to rates for:

  • Priority Mail Express
  • International Products
  • Domestic Extra Services
  • International Ancillary Services

These increases are driven by market conditions, rather than the Consumer Price Index, which is typically used to adjust mailing service prices.

Why are USPS shipping prices increasing?

The rate adjustments are part of the Postal Service’s Delivering for America plan — a 10-year strategy aimed at achieving long-term financial sustainability and enhancing customer service. The plan includes $40 billion in investments in:

  • USPS infrastructure and facilities
  • New mail and package sorting technology
  • Improved employee training and retention
  • Digital upgrades for better customer service

According to USPS officials, the new pricing structure is necessary to support these goals while keeping the agency competitive in a growing package delivery market.

With shipping costs rising again, e-commerce retailers and small business owners will need to review their fulfillment and pricing strategies. USPS remains one of the most affordable national carriers, but:

  • Businesses relying on USPS Ground Advantage or Parcel Select should budget for the nearly 7–8% hike.
  • Sellers offering free shipping may need to adjust thresholds or product pricing to offset costs.
