The holdup centers on Gov. Kathy Hochul’s push to amend pretrial discovery laws, which some lawmakers argue has led to case dismissals due to strict evidence-sharing deadlines. Hochul insists changes are necessary, but many legislators remain unconvinced, advocating instead for a legal tweak based on a 2023 court ruling.
With the process to finalize and vote on the budget bills still ahead, Senate leaders expressed doubt a deal would come this week. For now, government operations are funded through Wednesday.
