Victor Town Board approves drainage district extension, solar code updates, and infrastructure updates

The Victor Town Board reviewed drainage improvements, infrastructure projects, and regulatory updates during its February 10 meeting, addressing ongoing development and town operations.

Stone Brook subdivision added to drainage improvement area

The board held a public hearing regarding the inclusion of the Stone Brook subdivision in the town’s drainage improvement area. No public comments were submitted, and the board approved the request, allowing the development to be integrated into the town’s stormwater management system.

$7.3M in town expenditures approved

The board approved a $7.3 million expenditure package covering a range of municipal services, including highway repairs, emergency services, and software support. Major expenses included:

  • Payments to American Rock Salt for road salt purchases.
  • Funding for highway truck repairs and equipment upgrades.
  • Financial transfers to the Fishers and Victor fire districts for their 2025 tax levies.
  • Support contracts for Springbrook software and integrated municipal systems.

Board members reviewed and approved the manifest without objections.

Traffic and housing reports distributed

Officials received an update on traffic patterns in Victor, as well as a New York State Department of Environmental Conservation (DEC) report elevating a local dam’s classification from intermediate hazard (Class B) to high hazard (Class C). This change was expected and will require additional safety measures.

The board also received a county housing report detailing workforce housing needs and their economic impact. Town leaders are expected to review the findings in future discussions.

Cobblestone Creek Road rehabilitation to begin

The board authorized bidding for the first phase of a long-term road rehabilitation project in Cobblestone Creek. The development’s roads will undergo repairs in at least four or five phases over the next five years.

New equipment purchases approved

The town authorized the purchase of two major pieces of equipment for the highway department:

  • A 2024 Caterpillar backhoe, with an older unit traded in.
  • A 2025 Western Star tractor, replacing a 2000 Freightliner tractor.

Officials stated these upgrades are part of long-term fleet maintenance to ensure efficiency in road and infrastructure maintenance.

Solar energy code updates adopted

The board unanimously approved updates to Victor’s large-scale solar energy regulations, repealing Chapter 103 (Energy Systems) and amending zoning laws under Chapter 211. The changes aim to modernize guidelines for solar developments in the town.

Several officials, including Councilwoman Ochsner, Councilman Gagnon, and Town Engineer Keith Maynard, were recognized for their work on the policy updates.

Other approvals and resolutions

The board also approved:

  • An updated fee schedule to include solar permitting fees and a Farmington sewer rate increase.
  • A letter of credit release for ongoing work at Willow Rise Townhomes.
  • An easement acquisition for Monroe County Water Authority along Fishers Road.
  • A grading-related letter of credit release for the South Gate Hills II subdivision.

The Town Board will hold another session later this month.
