The FBI and Department of Justice are reviewing the death of Robert Brooks, an inmate at Marcy Correctional Facility, to determine federal action. Brooks died after correctional officers allegedly beat him while he was restrained on December 9, as shown in recently released body camera footage.
Thirteen staff members have been suspended without pay, one has resigned, and the New York Attorney General’s office is conducting its own investigation. DOCCS has implemented policy changes, including mandatory body camera use during inmate interactions and increased oversight by senior leaders.
The agency pledges ongoing reforms to enhance safety for both staff and inmates.
