The Genesee Transportation Council and New York State Department of Transportation are considering three alternatives for the Route 96-Route 14 interchange in Phelps. Options include an at-grade signalized intersection, an at-grade roundabout, and a full interchange replacement, with costs ranging from $7 million to $25 million.
Officials highlighted the benefits of a roundabout, including reduced maintenance costs and improved access for cyclists, despite potential for increased crashes with lower severity. No final decision has been made, and further public input is encouraged.
A final report is expected later this year, with no funding yet identified for the project’s design or construction.
