Sheriff: Conquest man tried engaging in sexually explicit conversation with children

Cayuga County Sheriff Brian Schenck says a registered sex offender living in the town of Conquest has been arrested on new charges related to communication he had with an undercover police officer in Florida.

Sheriff Schenck says his office was contacted by the Marion County Sheriff’s Office in Florida and notified that Kevin VanNorstrand had been engaging in an inappropriate and sexually explicit conversation with a person he believed was a child.


It was not a child, and in fact, an undercover officer with the sheriff’s office in Florida.

Further investigation determined that he was communicating with another person he thought was 13-years-old. Through those collective communications, he requested nude photographs of the would-be victims.

VanNorstrand was ultimately charged with two counts of attempted dissemination of indecent material to a minor, a class E felony. He was arraigned in Conquest Town Court and will answer the charges at a later date.

The investigation remains active.
