David Moore, owner of ASAP 2, has been arrested for allegedly stealing over $1 million from Medicaid through false billing and illegal kickbacks.
New York Attorney General Letitia James announced that Moore paid Medicaid recipients to use his transportation service and then overcharged Medicaid by submitting fake claims and inflating trip costs from January 2019 to August 2023. For example, he billed trips with multiple passengers as separate rides to increase fees.
Moore faces charges including Grand Larceny and Health Care Fraud, with the most serious charge carrying a potential 25-year prison sentence. Attorney General James emphasized the importance of stopping such fraudulent activities to protect vulnerable New Yorkers and honest businesses.
