Corning man faces felony charges after investigation into thousands in illegal benefits

Richard W. Stuby, 60, of Davis Street, Corning was arrested by the Steuben County Sheriff’s Office on April 25 for allegedly filing false claims to obtain welfare benefits. According to Sheriff Jim Allard, the arrest followed an investigation into fraudulent activities conducted between March 22, 2023, and February 29.

Authorities claim that Stuby unlawfully received $6,463 in benefits from the Steuben County Department of Social Services, which he was not entitled to. The investigation revealed that Stuby had submitted false documents to support his claims.

Stuby faces several felony charges, including Offering a False Instrument for Filing and Falsifying Business Records, both Class E felonies, as well as Welfare Fraud and Grand Larceny, both Class D felonies. Following his arraignment in the Centralized Arraignment Court, Stuby was released. The investigation was supported by the Steuben County Department of Social Services Fraud and Legal Affairs Unit and the District Attorney’s Office.
