A pedestrian was seriously injured after being hit by a vehicle while walking on Elmer Hill Road just south of Williams Road in Rome (outer district) in Oneida County. The accident occurred on March 4th at approximately 7:08 p.m.
According to the preliminary investigation by the State Police in Lee, a 2015 Chrysler 200, driven by Isaiah J. Tomassi, a 20-year-old resident of Rome, NY, was traveling southbound on Elmer Hill Road when it collided with a pedestrian who was walking southbound in the middle of Elmer Road.

The victim, identified as 13-year-old Crystal S. Seymour, also from Rome, NY, sustained serious physical injuries in the accident. Tomassi immediately pulled over, called 911, and began to render aid to the victim. Two 15-year-old males who were walking with the victim also ran over to assist.
Crystal S. Seymour was rushed to Rome Memorial Hospital by AMCARE ambulance before being transferred to Upstate University Hospital in Syracuse due to a traumatic brain injury. She is currently listed in critical condition.
The driver of the vehicle, Isaiah J. Tomassi, was not injured in the crash. A Drug Recognition Expert (DRE) conducted a test on Tomassi, which yielded negative results for any drug or alcohol impairment.
The State Police in Lee and the Rome Police Department are continuing their investigation into the accident. State Police received assistance from the Rome Police Department at the scene.
