The Baltimore Young Families Success Fund
The Baltimore Young Families Success Fund is the program providing relief. 200 young parents, between 18 and 24, will get an unconditional monthly payment. Recipients will get $1,000 a month for two years. Find additional details here.
$4.8 million has been added to the fund by Baltimore Mayor Brandon Scott, via the American Rescue Plan Act.
Baltimore residents who meet the requirements can apply:
- Resident of the city of Baltimore
- Between 18 and 24 years old by the deadline
- Be a biological or adoptive parent, or guardian with care-taking responsibilities
- Income at or below 130% of the federal poverty level
Applications opened on May 2 and will remain open until Monday, May 9. When applying you must:
- Answer the eligibility questions
- Consent to take the survey and fill out the application
- Complete the application
After the application closes, eligible applicants will be placed in a lottery. 200 random applicants will be chosen and contacted.

How will the lottery work?
Applicants will be sorted into four groups:
- Group A: 70 people selected will share their experience with guaranteed income. Group A will get $1,000 monthly payment for 24 months.
- Group B: 130 people will be selected for a research study. Group B will also get $1,000 monthly payments for 24 months.
- Group C: 156 people selected as a control group for the research study. Group C will not get monthly payments but will be eligible for incentives.
- Group D: Group D is comprised of the remainder of the applicants. This group has not been selected to be involved in any portion of the program.
