Challenge to NY immigration law is tossed on eve of enactment

The Green Light Law, which allows New Yorkers to use foreign identification when applying for a license, has survived a second court challenge.

Frank Merola, Rensselaer County Clerk , filed a lawsuit in July alleging that the Green Light Law conflicted with federal law.

On Friday, a federal district court judge ruled against Merola, saying he lacked the legal capacity to bring the lawsuit.

The Green Light Law has been heavily criticized for allowing undocumented immigrants the right to get a license.
