A Seneca Falls man already charged with rape in a state case has been arrested on federal charges accusing him of producing and possessing child sexual abuse material, according to the U.S. Attorney’s Office.
Bradley Orlopp, 38, was charged by criminal complaint after an investigation by New York State Police and the FBI. He made an initial appearance before U.S. Magistrate Judge Colleen Holland and was ordered detained.
According to the federal complaint, the investigation began in March when Europol sent State Police a lead identifying Orlopp as an alleged member of an online chat group devoted to the sexual assault of incapacitated women.
State Police investigators subsequently identified an adult Geneva woman whom authorities allege Orlopp sexually assaulted without her consent on more than one occasion. State Police arrested Orlopp and charged him with first-degree rape.
Federal prosecutors said investigators later obtained search warrants for Orlopp’s social media accounts and electronic devices. The searches allegedly uncovered child sexual abuse material, including images and videos prosecutors say he produced. According to the complaint, videos allegedly show Orlopp sexually abusing a 9-year-old girl in Seneca County.
Prosecutors said a prior conviction involving the sexual abuse of a minor means the new federal charges carry a mandatory minimum sentence of 25 years and a maximum of 50 years in prison if Orlopp is convicted. He could also face lifetime supervised release and a $250,000 fine.
The charges are allegations, and Orlopp is presumed innocent unless proven guilty.
