The expanded SAVE program permits bulk searches and access to Social Security records, but the court has not issued a final ruling on its legality.
Republican lawmakers have proposed requiring New York to participate, while challengers including the League of Women Voters warn that inaccurate records could affect eligible voters.
Federal law generally bars systematic voter-removal programs within 90 days of a federal election, although individual eligibility inquiries can continue.
The order does not automatically enroll New York in the program, and whether the state will use it remains unresolved.
