
A hazmat shipment can have the right packaging, labels, and paperwork and still put people at risk if the safety information is missing.
Before dangerous goods leave a facility, carriers and other people involved in the shipment need to know what they are handling, what hazards are involved, and what to do if something goes wrong. One of the main documents that provides this information is the Safety Data Sheet, or SDS.
Under 49 CFR Part 172 Subpart G, the actual requirement is that emergency response information travel with the shipping paper and be immediately available whenever the material is present. An SDS is one accepted way to meet that. It isn’t a requirement on its own, and not every SDS qualifies.
An SDS does not replace the shipping papers required for transporting hazardous materials. It serves a different purpose. It gives workers, carriers, warehouse staff, and emergency responders important information about the product and how to handle it safely.
For shippers, making sure the right SDS is available before a shipment moves can prevent confusion and reduce delays.
Why Your Carrier Needs the Current SDS
A carrier needs accurate information about hazardous materials before taking responsibility for a shipment. The SDS gives details about the product’s hazards, handling precautions, storage conditions, accidental release measures, and emergency response.
That information becomes even more important when a business works with several carriers, warehouses, distributors, or logistics providers.
Consider what happens when a product has been updated, but an older SDS is still being used. The carrier may receive information that no longer matches the product being transported. That can create problems during handling, storage, or an emergency.
Keeping SDSs current is therefore just as important as keeping them accessible.
“Current” has a specific meaning. Under OSHA’s Hazard Communication Standard, significant new hazard information must be added to the SDS within three months of the preparer becoming aware of it, with the label updated within six months.
What SDS Information Should Be Ready Before Shipping
Before giving a hazardous material to a carrier, review the SDS and make sure the correct version is available.
Several sections are especially useful when preparing for transportation.
Section 1. Product and company identification
The SDS should clearly identify the product and the supplier.
This helps the carrier connect the SDS to the exact material being shipped. Using an internal product nickname or an outdated product name can cause confusion when similar chemicals are stored or shipped together.
Section 2. Hazard identification
This section explains the main hazards associated with the product and provides information about its classification and labeling.
Workers handling the shipment can use this information to understand the potential hazards and the precautions that may be needed.
Section 3. Composition and ingredient information
The composition section provides information about the ingredients in a hazardous substance or mixture.
This can help safety professionals understand the nature of the product and consider exposure and emergency response needs.
Section 4. First aid and emergency information
The SDS also contains first aid information and other emergency guidance.
This information should be easy to access when needed. A carrier or emergency responder should not have to search through someone’s email account to find the correct document.
Section 6. Accidental release measures
A spill can happen during loading, unloading, storage, or transportation.
The SDS provides information about precautions, containment, cleanup methods, and protective measures. Having this information available can help workers respond appropriately instead of trying to figure out what to do during the incident.
Section 7. Handling and storage
This section explains how the product should be handled and stored safely.
It can include information about conditions to avoid, incompatible materials, and other precautions. That information may be useful when hazardous materials are temporarily stored at a warehouse or transportation facility.
Whether those conditions are actually being met on the ground — segregation distances held, ventilation adequate, spill kits stocked, PPE available — is a workplace safety question rather than a documentation one, and the kind of finding a routine site walk should surface. Audit and inspection software is where those walk-throughs get standardised: same checklist every time, findings captured with photos, corrective actions assigned to an owner with a due date.
Section 8: Transport information
UN number, proper shipping name, transport hazard class, packing group, environmental hazards, and any special precautions. This is the section a carrier actually needs, and the one that feeds the emergency response information requirement. It’s also the section most likely to be incomplete, because OSHA doesn’t enforce it.
An SDS Is Not a Shipping Paper
It is important to understand the difference between an SDS and the documentation required for transporting dangerous goods.
An SDS contains detailed information about the hazards and safe handling of a product. It does not replace the specific transportation documents required for a hazardous material shipment.
Depending on the material, location, and mode of transportation, the shipment may also require shipping papers, labels, markings, placards, approved packaging, and other documentation.
Air and ocean shipments add their own documentation requirements under IATA Dangerous Goods Regulations and the IMDG Code. Domestic 49 CFR compliance does not carry over automatically.
Shippers should review the applicable transportation requirements separately and make sure every required document is ready before the shipment leaves the facility.
What Emergency Response Information Must Contain
If you’re using the SDS as your emergency response information, 49 CFR 172.602(a) sets what has to be there: the basic description and technical name of the material, immediate hazards to health, risks of fire or explosion, immediate precautions to take, immediate methods for handling fires, initial methods for handling spills or leaks without fire, and preliminary first aid measures.
A generic SDS does not automatically clear that bar. The basic description — UN number, proper shipping name, hazard class, packing group — lives in Section 14, which OSHA does not enforce and which is often thin or missing. Check that section before assuming your SDS can do this job.
One more detail: if you use an SDS this way, it has to be accessible away from the package. A copy sealed inside the box doesn’t count.
Questions to Ask a Hazmat Carrier
Choosing a hazmat carrier requires more than confirming that the carrier accepts dangerous goods.
It is also worth asking how the carrier handles safety information.
Can the carrier transport your specific dangerous goods?
Different carriers have different capabilities and restrictions. Confirm that the carrier is equipped to handle the specific materials you ship.
What documentation does the carrier require?
Ask which shipping papers, declarations, labels, and other information need to be provided before pickup.
How should the SDS be shared?
Ask how the carrier wants the printed emergency response information provided, and separately, whether they can use digital access for reference copies at terminals and warehouses.
What happens when an SDS changes?
Ask how updated SDS information should be communicated. This helps prevent a carrier from continuing to use an outdated document.
How can emergency information be accessed?
This one is on you, not the carrier. Under 49 CFR 172.604, the person offering the material must provide a numeric emergency response telephone number, monitored at all times the material is in transportation, including storage incidental to transportation.
The person answering must be knowledgeable about the material or have immediate access to someone who is. An answering service, answering machine, or any arrangement requiring a callback does not comply.

Why Email Is Not Always the Best Way to Share SDSs
Email can work for companies that ship a small number of products to a small number of partners.
The process becomes harder to manage when the number of products, facilities, carriers, and shipments increases.
Someone has to find the correct SDS, check that it is current, send it to the right person, and repeat the process whenever the document changes.
That creates opportunities for mistakes.
A carrier could receive the wrong SDS. A revised document could be missed. An employee could send a file that was downloaded months ago and is no longer current.
Digital SDS distribution can make this process easier by giving authorized partners access to the safety information they need without relying entirely on manual email exchanges.
One limit worth knowing. PHMSA has stated that emergency response information provided by a shipper must be a physical document printed legibly in English, and that pointing carriers to a website to retrieve an SDS does not satisfy 49 CFR 172.602.
Digital distribution is the right tool for keeping versions current, for receiving and warehouse staff, and for HazCom access generally. It does not replace the printed information that travels with the shipment.

Add SDS Checks to Your Shipping Process
SDS management works best when it becomes part of the normal shipping process.
Before releasing a hazardous shipment, check that:
- The product has been identified correctly.
- The SDS matches the product.
- The SDS is the current version.
- Required shipping documents are complete.
- Packaging and labels meet applicable requirements.
- The carrier can access the information it needs.
- Emergency information is available to relevant personnel.
A simple checklist can prevent small documentation problems from becoming larger safety or compliance issues.
Make Every Handoff Count
Hazmat shipments often pass through several hands before reaching the final destination.
The shipper prepares the product. A carrier transports it. A warehouse may receive or store it. Another company may handle it before the product reaches its final destination.
Warehouses and cargo handlers have their own obligations here. Under 29 CFR 1910.1200(b)(4), operations where employees only handle chemicals in sealed containers must keep incoming labels intact, keep the SDSs that arrive with those shipments, make them accessible, and train employees to the extent needed to protect them if a sealed container spills or leaks.
Every handoff is an opportunity for important information to be lost.
Current SDS information helps everyone work from the same understanding of the product and its hazards.
When choosing a hazmat carrier, look beyond transportation capability. Consider how the carrier handles safety documentation and how easily the right information can be accessed during the shipment.
Good hazmat transportation starts before the vehicle leaves the loading area. It starts with accurate product information, complete documentation, and a reliable way to make sure the people handling the shipment have access to the current SDS.
