An Ontario County traffic stop near Eastview Mall ended with a Victor woman facing charges after deputies said she refused repeated commands during the encounter.
The Ontario County Sheriff’s Office said deputies arrested 28-year-old Donna Kim To of Victor on Tuesday evening on charges of second-degree obstructing governmental administration and resisting arrest.
According to deputies, the arrest happened around 5:41 p.m. along State Route 96 in front of Eastview Mall in Victor. Authorities said the stop began after deputies determined the vehicle To was driving did not have insurance.
Investigators said To was given multiple commands to provide her driver’s license and later ordered to step out of the vehicle, but allegedly refused to comply. Deputies said she was then removed from the vehicle and taken into custody.
To was transported to the Ontario County Jail and later released on her own recognizance.
