Owasco man charged after Cayuga County investigators intercept cocaine shipment

A Cayuga County man has been charged with felony drug possession after investigators said he ordered cocaine online and had it shipped to his home in Owasco.

Cayuga County Sheriff Brian Schenck said members of the Sheriff’s Office arrested Joseph J. Herbert, 27, on May 6 following a months-long investigation that began earlier this year.

According to investigators, the Sheriff’s Office launched the investigation in February after receiving allegations that Herbert had ordered a narcotic drug online and arranged for it to be mailed to his residence.

Authorities said the package was intercepted by investigators and submitted to the New York State Police Forensic Investigation Center for testing. The substance was later confirmed to be 13.648 grams of cocaine.

Herbert was charged with fourth-degree criminal possession of a controlled substance, a Class C felony under New York law.

Officials said Herbert was arraigned in Cayuga County Centralized Arraignment Part court and released on his own recognizance. He is scheduled to appear in Owasco Town Court at a later date.

The Cayuga County Sheriff’s Office said the investigation remains open and encouraged anyone with information related to the case to contact investigators or submit anonymous tips through the county’s SaferWatch system.
