Troopers said the incident occurred Feb. 7 around 5:45 p.m. when a couple encountered a delivery van stopped in the roadway facing north. The driver of another vehicle stopped to warn the van operator about a potential hazard.

Police said the driver of the van struck the vehicle’s window, and a physical confrontation followed on the roadside. During the altercation, Blair allegedly pushed the man to the ground and struck him multiple times.

Authorities said Blair left the scene in the delivery van after the incident. The victim’s wife recorded video of the altercation.

The victim initially declined medical treatment but later sought care and was diagnosed with a fractured ankle.

Investigators identified Blair with assistance from the employer connected to the delivery vehicle. Troopers arrested him March 7 at his residence in Rochester.

Blair was processed at State Police in Williamson and taken to the Wayne County Jail to await arraignment.
