Geneva City Council will tackle a wide-ranging agenda Wednesday night, including a proposed $5 million bond resolution, the sale of city-owned property, and presentations from the city’s police and fire departments.
Council is scheduled to begin with an executive session at 6 p.m. to discuss proposed, pending or current litigation, followed by the regular meeting at 7 p.m. in Council Chambers at City Hall, 47 Castle St.
Public hearing, property sale
A public hearing is set on the proposed sale of 38 Jackson St., a city-owned parcel acquired through foreclosure.
According to the agenda packet, Habitat for Humanity of Greater Rochester has offered $5,000 for the property, with plans to construct a single-family home. Council will consider a resolution authorizing the sale following the hearing.
$5.05 million bond resolution
Council is also expected to vote on a bond resolution authorizing up to $5,050,000 in serial bonds and bond anticipation notes to finance multiple 2026 capital improvement projects.
Projects listed in the resolution summary include reconstruction work on Clinton, Cherry and Elmwood streets; water and sewer system improvements; installation of cellular water meters; a generator upgrade at the water treatment plant; and sewer infrastructure reconstruction.
The comptroller’s briefing indicates the borrowing would add about $285,000 in annual debt service beginning in 2027, though overall debt service is projected to decline that year due to other scheduled reductions.
Council will also consider a separate resolution classifying the 2026 capital projects as Type II actions under the State Environmental Quality Review Act, meaning no further environmental review would be required.
Public safety briefing
A public safety briefing is scheduled as part of the evening’s presentations.
The Geneva Police Department’s work program goals for 2026 include modernizing parking enforcement technology, expanding officer wellness initiatives, and launching at least three new community outreach efforts, according to the department overview in the packet.
The Geneva Fire Department will outline goals including expanding specialized rescue capabilities in at least two disciplines, increasing fire prevention education and outreach by 15 percent, and conducting a feasibility review of EMS medical billing, with a report expected by the fourth quarter of 2026.
Additional resolutions
Other items on the agenda include:
- A resolution amending the city’s Memorial Bench Program to authorize at least 10 additional lakefront bench locations and adjust fees.
- A resolution approving a site management access license and environmental easement at 255 Exchange St. related to prior remediation work near the Public Safety Building.
- A resolution calling on New York State to permanently adjust Aid and Incentives for Municipalities (AIM) funding to reflect inflation and state budget growth.
Council will also consider meeting minutes and make appointments to several boards, including the Zoning Board of Appeals and the Recreation Advisory Board.
