The Auburn Zoning Board of Appeals will consider a series of variance requests — including a proposal for a 1,900-square-foot financial institution at 10 Osborne St. — when it meets at 7 p.m. Feb. 23 at Memorial City Hall, 24 South St., according to the meeting agenda.
The board will first vote on approval of meeting minutes from November 2025 and January 2026.

Keplinger Freeman Associates is seeking three area variances to construct a 1,900-square-foot financial building at 10 Osborne St.
According to a council memorandum from Tawnya Burns, Code Enforcement, the applicant is requesting a front yard setback variance of 31 feet and side yard setback variances of 23 feet on both the east and west sides. The property is located in the Downtown District.
In a letter dated Feb. 2, 2026, Alex Samoray, landscape designer with Keplinger Freeman Associates, wrote that the requested variances are needed to allow construction of a financial institution with associated site modifications, including drive-through circulation and site improvements. The letter states that strict compliance with side-yard setback requirements would prevent “safe and functional vehicular access to the site,” and that without the variances, development of the site for its intended use would not be feasible.
Tabled items
Two previously tabled applications are also scheduled to return to the board.
At 123-135 Dunning Ave., applicant Andrew Drourr, represented by Dominic V. Giacona Esq., is requesting a rehearing of the original application. According to a council memorandum from Burns, the proposal involves use of a portion of the property for a proposed “lot 2 b” for a commercial use — identified as daycare, bakery, pizzeria and a future commercial business — in the R-1 Residential District, where such use is not permitted.
The item was previously tabled at the board’s January meeting due to a lack of quorum.
The board will also revisit 50 Wallace Ave., where Access to Home Care Services is requesting a use variance to operate a non-residential adult day program within an existing office building. According to Burns’ memorandum, the proposed use is not allowed in the current zoning district. That application was also tabled at the January meeting due to lack of quorum.
