Ithaca weighs zoning change to spur housing

Ithaca leaders want to unlock more housing by expanding a little-known zoning tool, according to The Ithaca Voice. The Ithaca Common Council is considering widening where Planned Unit Developments, or PUDs, can apply.

Right now, developers can use PUDs only inside a limited overlay district. The tool lets them propose custom zoning if they prove a clear community benefit. Mayor Rob Cantelmo asked council to circulate the idea for feedback, with deeper talks expected in March.

Supporters say Ithaca’s aging zoning code slows housing growth. Critics note PUDs involve long, risky approval processes that few developers pursue.
