The Seneca County Board of Supervisors is scheduled to consider a wide-ranging agenda when it meets tonight at the Seneca County Office Building in Waterloo.
Among the major items expected to come before the board are multiple grant acceptances for public health and mental health programs, authorization to seek bids for county services, approval of contracts, and adoption of a countywide housing strategy, according to the meeting agenda.
The board is slated to begin with routine business, including roll call, the Pledge of Allegiance, an open privilege of the floor, and approval of minutes from the Jan. 13 regular meeting and the Jan. 27 special meeting.
Health and human services
Several resolutions relate to the Health and Human Services Committee. Supervisors are expected to consider accepting a $19,034 New York State Department of Health Performance Incentive Program grant and amending the 2026 Public Health budget accordingly.
The board is also scheduled to act on acceptance of a five-year, $306,245 Children and Youth with Special Health Care Needs administration grant from the state Department of Health, with associated amendments to the 2025 and 2026 budgets. The agenda outlines annual funding amounts through Sept. 30, 2030.
Other health-related items include authorization for the Health Department to request bids for transportation services for Early Intervention and Preschool Special Education programs, acceptance of $401,761 in additional state aid for the Mental Health Department from the state Office of Mental Health and the Office of Addiction Services and Supports, and acceptance of a $37,600 lead poisoning prevention grant covering Oct. 1, 2025, through Sept. 30, 2026.
Supervisors are also expected to vote on appointments to the Finger Lakes Workforce Investment Board, including partner, public sector and private sector representatives to fill unexpired terms and new terms, as outlined in the resolution.
Public works and infrastructure
The Public Works Committee has forwarded several resolutions for board consideration. These include approval of a three-year HVAC service contract with Leo J. Roth Corp. for equipment at the Seneca County Law Enforcement Center, with annual costs listed for 2026 through 2028.
The board is also expected to authorize advertising for bids for highway materials and tree cutting services for 2026, as well as solicitation of bids for rubbish and recycling services at county-owned buildings.
Agriculture, housing and historical matters
Supervisors are scheduled to reaffirm March 1 through March 31, 2026, as the annual 30-day period to accept applications for inclusion of viable agricultural land in certified Seneca County agricultural districts.
Another resolution calls for acceptance of a $2,050 grant from the William G. Pomeroy Foundation for a historical transportation marker commemorating the “Scythe Tree,” with the marker to be produced by Sewah Studios Inc.
The board is also set to consider adopting the Seneca County Housing Strategy, which was developed following the county’s 2023 Housing Needs Assessment and a $100,000 contract with CZB LLC. The resolution outlines a decade-long approach focused on targeted housing investments and recommends establishment of a locally funded housing trust fund.
Public safety and intermunicipal agreements
Items from the Public Safety and Criminal Justice Committee include authorization of an intermunicipal agreement with the Town of Varick for court security services provided by the Seneca County Sheriff’s Department during 2026.
Supervisors are also expected to authorize the Sheriff’s Department to apply for a $40,000 New York State Canal Corporation grant for marine patrol services, which requires a 25 percent county match already budgeted for 2026.
In addition, the board is scheduled to consider awarding a one-year contract, not to exceed $30,000, to Blue Line Wellness for a wellness program for members of the Sheriff’s Department, funded through GTL/ViaPath funds.
Communications and new business
The agenda lists numerous communications, including reports, meeting minutes, letters regarding payment-in-lieu-of-taxes agreements, planning board materials, and notices from state agencies.
Under new business, supervisors are expected to consider a resolution supporting U.S. Rep. Claudia Tenney’s efforts to secure federal funding for memorial projects at the New York State Veterans Cemetery–Finger Lakes. The resolution was brought forward under Rule 29 of the board.
