Penn Yan man faces charges months after woman found injured, laying in road

Police arrested a man after officers tracked him down months following a reported domestic assault in the village.

Jason M. Stephens, 42, of Penn Yan, was arrested Jan. 28 after police investigated a physical domestic reported last fall.

Police first responded Sept. 23 after finding an injured woman lying in the roadway on East Elm Street. Officers reported the victim had a bloody nose, an abrasion on her hand, and swelling on the back of her head.

The woman told police Stephens punched her during a physical domestic and then fled, leaving her in the roadway. She later declined to cooperate, and officers could not locate Stephens at the time.


Police eventually made contact with Stephens on Jan. 28. During an interview, he admitted to a physical domestic and to shoving the victim but denied punching her. Officers arrested him on charges of third-degree assault and second-degree harassment. He was taken to the Yates County Jail to await arraignment and an order of protection.

Stephens also faced a separate arrest tied to a drug investigation that began nearly a year earlier.

Police responded Feb. 21 to a report that Stephens was knocking on a door and refusing to leave a local residence. Officers later located him walking on Brown Street and observed him holding something inside his jacket pocket.

When told to remove his hand, Stephens produced a small plastic bag containing a white crystalline substance. Lab testing later confirmed the substance was methamphetamine. Police issued Stephens an appearance ticket for seventh-degree criminal possession of a controlled substance.
