Walworth Town Board approves stormwater, hazardous waste and staffing items at special meeting

The Walworth Town Board approved a series of resolutions tied to stormwater compliance, hazardous waste disposal and municipal operations during a special meeting Jan. 27, including authorization for Supervisor Laura A. Elsbree to sign an intermunicipal agreement related to stormwater regulations in Ontario and Wayne counties.

After opening the meeting and taking roll call, the board approved minutes from the Jan. 8 regular meeting and the Jan. 22 regular meeting, according to the meeting transcript.

The board also approved the town clerk’s December 2025 monthly report, the supervisor’s October 2025 monthly report, and the town clerk’s 2025 annual report, the transcript shows.

Stormwater and engineering services

By resolution, the board authorized Elsbree to sign an intermunicipal agreement regarding cooperation to comply with federal Phase II stormwater regulation requirements, with discussion noting the town’s ongoing participation in a coalition and the town’s MS4 obligations. The roll call reflected “yes” votes in the transcript.

The board also approved a 2026 professional services contract with BME Associates, Inc. for stormwater and MS4 services at an estimated cost of $12,500, with discussion describing the firm’s role in helping the town meet deadlines and navigate engineering requirements.

Hazardous waste disposal and highway funding

The board authorized the purchase of environmental waste recycling services for COD vials containing mercury found within the sewer department, selecting Sun Environmental Corporation after the board reviewed three quotes listed in the resolution packet.

The board also authorized signing the annual agreement to spend highway funds, with discussion noting it is required by New York state law, the transcript shows.


Building department staffing

The board approved the hiring of Daren Arrington as a per-diem building inspector effective Jan. 16, described in discussion as a retroactive appointment made after the building department was left without a building/code enforcement officer. The resolution packet lists Arrington’s rate as $33.41 per hour for up to 20 hours per week and notes the position was filed for at least six months and would be in effect until July 17, 2026.

Abstracts and town clerk tax collection reminder

The board approved abstracts identified in the agenda materials as Abstract 13 (2025) and Abstract 1 (2026). The packet includes a summary by fund and notes voucher numbers #1629–#1841.

During committee and liaison reports, Town Clerk Nadine Seppler reminded residents about tax collection deadlines and payment options, including that first-installment payments were due by Feb. 2 and that payments could be made by cash, check or money order, according to the transcript.

Letter of support for county GIS grant application

Under new and other business, the board approved a resolution authorizing Elsbree to sign a letter supporting the county’s application for municipal integration to a county enterprise GIS through a local government efficiency program funded by the New York State Department of State, the transcript shows.

Executive session and upcoming meeting dates

The board reported there was no public participation at the meeting, then voted to enter executive session to discuss “medical, financial, credit or employment history” matters and, after a debated addition, “the proposed acquisition, sale, lease of real property when publicity might affect value,” according to the transcript. One roll call vote recorded Councilman Bottsford voting “no” on the motion as stated, with other members voting “yes.”
