Bath woman arrested after welfare check finds children, animals in poor conditions

Police responding to a welfare check at a Bath home say they found children and animals living in poor conditions, leading to an arrest.

Chelsea N. Babcock, 34, of Bath, was arrested after officers were sent to a residence on Geneva Street around 5:15 p.m. Jan. 28 to check on the welfare of children following a report of unsafe conditions inside the home.


According to the Village of Bath Police Department, officers found five children and several animals living in poor conditions when they arrived.

Babcock was charged with endangering the welfare of a child, a Class A misdemeanor, and failure to provide proper sustenance to animals, a Class A misdemeanor.

Police said Babcock was processed and transported to the Steuben County Jail for CAP arraignment, where she was later released.

Child Protective Services was contacted and is overseeing care for the children.

Several animals were removed from the home by the Finger Lakes SPCA, including seven dogs, two potbelly pigs, one cat and multiple reptiles. Police said the animals are expected to be available for adoption in the coming weeks.

The Bath Police Department thanked the Finger Lakes SPCA and the Steuben County Sheriff’s Office for assisting with the investigation.
