The Seneca County Board of Supervisors is scheduled to consider several major appointments, contracts, and funding actions when it meets Tuesday, Jan. 13, at the Seneca County Office Building in Waterloo.
The meeting is set to begin at 6 p.m., according to the tentative agenda.
Among the most significant items before the board is a resolution to appoint Melissa Taylor as Seneca County manager. Taylor currently serves as deputy county manager, and the proposed appointment would be for a four-year term running from Jan. 1, 2026, through Dec. 31, 2029, with salary set in accordance with Local Law 6 of 2025.
Supervisors are also scheduled to vote on reappointing Julie Bub as finance director for a two-year term through the end of 2027 and appointing Toni DiGiovanni as director of emergency management for a four-year term through Dec. 31, 2029. DiGiovanni currently serves as interim director.
The board is expected to take action on approving 2026 mental health and substance use disorder service provider contracts totaling $1.8 million. The contracts would fund services provided by several agencies, including Lakeview Mental Health Services, Aspire Hope NY, Glove House, Unity House of Cayuga County, the Council on Alcoholism and Addictions of the Finger Lakes, United Way of Seneca County, the Seneca County Sheriff’s Office, and the Seneca County Veteran Services Organization. The funding is supported entirely through state aid and is included in the 2026 budget.
In public safety matters, supervisors are scheduled to consider awarding a three-year contract for food service at the Seneca County Correctional Facility to Trinity Services Group. The proposed contract includes a sliding-scale per-meal cost of $8.15 in 2026, $8.56 in 2027, and $8.99 in 2028, with adjustments tied to jail population levels.
The agenda also includes proposed intermunicipal agreements with the towns of Ovid and Junius for court security services to be provided by the Seneca County Sheriff’s Department. Under the agreements, the county would provide sworn officers for court dates, with reimbursement rates set at $35 per hour for special patrol officers and $55 per hour for deputy sheriffs, depending on availability.
Housing and infrastructure items are also slated for board action. Supervisors are expected to vote on amending the county’s Housing Trust Fund guidelines to allow projects that are eligible for New York State Homes and Community Renewal funding to also qualify for local Housing Trust Fund support, provided they comply with federal American Rescue Plan Act rules.
Another resolution would authorize Seneca County to apply for and accept additional Federal Aviation Administration funding for drainage improvements and construction oversight services at the Finger Lakes Regional Airport. The proposal includes $138,070 in FAA funding, with a combined 5% state and local match, and would cover changes to an existing construction contract and professional services agreement.
The agenda also includes a presentation by Isaac Walker of the Cayuga Lake Watershed Intermunicipal Organization, approval of minutes from December and early January meetings, open public comment, communications, and standard reports from county leadership.
