Letitia James joined a multistate lawsuit arguing the freeze put low-income families, child care programs, and homeless services at risk without proof of wrongdoing. In New York alone, officials say more than $3 billion hangs in the balance.
Federal health officials say the pause protects taxpayers while reviews continue. The states argue the action amounts to punishment without evidence and are pushing to fully restore the funding.
