The Penn Yan Planning Board is scheduled to review several development proposals tonight, including a large expansion of an existing bus manufacturing facility, when it meets at 7 p.m. at Village Hall.
The most significant item on the agenda is a site plan application from Coach and Equipment for property at 130 Horizon Park Drive.
The proposal calls for construction of an approximately 66,000-square-foot addition to the company’s existing office and manufacturing facility.
According to the application materials, the project also includes relocation of an existing ±2,400-square-foot pole barn, installation of 75 new paved parking spaces, creation of a second access point to Horizon Park Drive, and development of gravel parking areas for bus staging, along with grading, drainage and stormwater infrastructure improvements.
Coach and Equipment manufactures and assembles midsize buses at the site. Project materials submitted to the Planning Board state the expansion is intended to support additional operations at the facility and includes stormwater management improvements, including expansion of an existing stormwater pond and construction of bioretention areas.
The board will also consider a site plan application for 124 Horizon Park Drive, which proposes construction of a 60-foot by 100-foot accessory structure to be used for cold storage.
In addition, the agenda includes a special use permit application for 107 Main Street for operation of a short-term rental facility within an existing building. Supporting materials indicate the request involves approval to allow short-term rental use at the property.
A third development item involves 113 Eagle Lane, where the board will review a minor subdivision proposal. Details of the subdivision are expected to be discussed during the meeting.
Beyond development reviews, the Planning Board is scheduled to discuss whether there is interest in changing its regular meeting start time to earlier in the evening, such as 5:30 or 6 p.m. No action is listed on the agenda regarding the discussion.
The board is also expected to vote on approval of its Nov. 3, 2025 meeting minutes. The next regularly scheduled Planning Board meeting is set for Feb. 2, 2026.
