Over a dozen animals seized after animal cruelty investigation

A search warrant executed at a Bradford home uncovered animals in urgent need of care and led to multiple arrests.

Investigators with the Steuben County Sheriff’s Office searched a residence on County Route 17 on Dec. 9 after receiving a report of animal cruelty.


Deputies seized 11 dogs and four cats during the search. Officials said the animals were in dire need of medical attention.

Sheriff’s officials charged the four tenants of the residence with 11 counts each of overdriving, torturing, and injuring animals, along with failure to provide proper sustenance. The charges fall under Article 26 of New York’s Agriculture and Markets Law.

Authorities identified the defendants as Steven D. Button, 41; Chance L. Gilbert, 29; April L. Culbertson, 39; and Jasmine J. Randall, 24.

Investigators also charged Culbertson with endangering the welfare of a child. Deputies allege she acted in a manner injurious to a person under 17 who was present at the residence.

All four defendants received appearance tickets and are scheduled to return to Bradford Town Court.

The Finger Lakes SPCA took custody of all seized animals for housing and medical treatment. Sheriff Jim Allard thanked Michael Hopkins and the SPCA for their assistance during the investigation.
