NY Senate to probe troubled home care program switch

New York lawmakers will hold a Senate hearing on July 9 to examine mounting problems tied to the state’s overhaul of a $9 billion home care program, according to recent legislative updates. Since April, management of the Consumer Directed Personal Assistance Program (CDPAP) shifted solely to Public Partnerships LLC, sparking widespread disruption.

The transition, ordered by Gov. Kathy Hochul, eliminated over 600 intermediaries and triggered payroll issues, lost care, and bid-rigging claims. Senators Gustavo Rivera and James Skoufis, leading the inquiry, say the hearing will guide future legislation. Though some issues have eased, many workers remain unpaid.

Officials defend the move as fiscally necessary before expected federal Medicaid cuts, but critics argue the rollout was poorly handled. Legal challenges are ongoing, with an injunction delaying full implementation.
