AI safety bills head to Hochul as New York leads on regulation

New York lawmakers have passed two major AI safety bills now awaiting Governor Kathy Hochul’s signature. The Responsible AI Safety and Education Act would require large AI companies to create safety plans for powerful systems, while a second bill mandates state agencies to audit their AI-driven decision tools.

The RAISE Act targets AI systems capable of causing mass harm, imposing reporting requirements and penalties up to $30 million for violations. Universities are exempt, and whistleblower protections are included. Another bill requires government agencies to disclose how they use AI to prevent bias or civil rights violations.

Lawmakers say the legislation positions New York as a national leader on AI accountability, with more bills potentially advancing before the session ends.
