The Town of Milo board will consider approving security upgrades, a new deputy appointment, and a resolution on a sewer district when it meets tonight.
The board will also receive updates on annexation-related attorney fees, the town’s equalization rate, a response letter to Mayor Condella, and election term matters. Monthly departmental reports are scheduled for review from the clerk, water-sewer, zoning, and tax collection offices.
At its previous meeting on May 19, the board approved several key resolutions, including the establishment of Milo Sewer District No. 4 and the adoption of three local laws.
New Local Laws Adopted
The board unanimously adopted Local Law No. 1 of 2025, the Floodplain Management Law, as mandated by the New York Department of Environmental Conservation and the Federal Emergency Management Agency. The law repeals and replaces Chapter 204 of the Town Code to ensure Milo’s continued eligibility in the National Flood Insurance Program.
Local Laws No. 2 and 3 of 2025 were also approved, expanding residency requirements for the Deputy Highway Superintendent and Deputy Town Clerk positions to include all of Yates County. These changes were enacted to broaden the pool of qualified candidates eligible for appointment.
Sewer District Approved
The board approved the formation of Milo Sewer District No. 4, which will serve parcels along East Lake Road and New York State Route 54. The project includes approximately 7,100 linear feet of sanitary sewer force main, with an estimated maximum cost of $460,000. Funding is expected through federal, state, county, and local sources, including USDA loans and grants. The board authorized necessary filings with the State Comptroller for approval due to anticipated costs exceeding state thresholds.
Highway and Infrastructure Updates
The board authorized the sale of road millings to the Town of Barrington at $6 per ton and approved the hiring of Jeff Finger as a part-time laborer at $25 per hour, retroactive to May 13. Construction for Milo Water District No. 4 is scheduled to begin the week of June 23. Supervisor Leslie Church was authorized to sign all related documents pending legal and engineering approval.
Other Business and Public Comments
The board reviewed the 2026 Penn Yan Fire Budget and reported $26,379.84 in legal expenses related to the Article 78 annexation case. Public comments included encouragement from Teresa Hoban to adopt the Village of Penn Yan’s sewer contract and a cost-related comment from Bill Laffin regarding attorney fees.
