CDPAP update: Over $1B paid to caregivers across New York

New York’s Consumer Directed Personal Assistance Program (CDPAP) has hit a significant milestone. Public Partnerships LLC (PPL), the state’s official fiscal intermediary, announced this week that it has issued over $1 billion in gross payroll to more than 214,000 personal assistants (PAs) since the launch of its statewide payroll system.

In just the ninth pay cycle alone, over 191,000 caregivers received payments, with 98% of submitted timesheets processed successfully. The remaining 2% are under review due to documentation or authorization issues.

What is CDPAP?

CDPAP is a Medicaid-funded program that allows individuals with disabilities or chronic illnesses to hire and direct their own caregivers—often a trusted friend or family member—rather than relying on traditional home care agencies.

PPL manages payroll, training, and program resources for the initiative in New York, providing the tools necessary to ensure smooth and accurate compensation for caregivers.

New tech tools and in-person support for caregivers

As part of its ongoing investment in CDPAP services, PPL has launched a new enhancement to its PPL@Home system that will roll out on Monday, June 8. This update allows consumers to view their weekly service authorization hours—a change from the previous model that showed only the full authorization period.

This update gives families more transparency and control over scheduling, helping to prevent over- or under-utilization of authorized hours.

Consumers and PAs can also manage time entries through:

  • Time4Care mobile app (available in 11 languages)
  • EVV Telephony system
  • PPL@Home online portal
  • Paper timesheets

Time entries are due each Saturday at 11:59 p.m. ET, with consumer approval required by Sunday at 12:00 p.m. ET for payment the following Thursday.

Expanded in-person appointments across New York

PPL has opened new in-person support locations in:

  • Hicksville
  • Brooklyn
  • The Bronx

These join existing offices in Albany, Manhattan, Queens, and Rochester. Appointments can be scheduled at pplfirst.com/cdpap-events.

One recent in-person event in the Bronx helped dozens of caregivers complete registration and learn how to use PPL systems. PA Marquita J. shared her experience:

“The representative helped me download the app, showed me how to clock in and out, and explained everything clearly. I felt very confident I’ll do well.”

Ongoing support, training, and resources

PPL provides support six days a week through:

  • Nine dedicated language lines
  • Call center and email support
  • Webinars for consumers and caregivers
  • 42 local facilitators across the state

Terry S., a CDPAP consumer, praised the platform’s accessibility:

“With PPL I feel like I’m in control. I can see my PA’s hours in real-time and have more say than I did with other agencies.”

PPL also offers a comprehensive Resources Hub, including video tutorials and how-to guides on timekeeping, payroll, benefits, and system usage.
