Geneva City Council honors community service, discusses panhandling, and more

With Geneva Mayor Steve Valentino on vacation and Deputy Mayor William Pealer home sick, Councilor-at-Large John Brennan stepped in to lead last week’s meeting, which included community tributes, resident concerns, and key staff transitions.

The meeting opened with three proclamations. Mount Olive Missionary Baptist Church was recognized for 75 years of service in Geneva, with a proclamation naming May 18, 2025, as Mount Olive Missionary Baptist Church Day. Victor Nelson accepted the honor on behalf of the church, announcing a weekend celebration including a gala, musical open house, and the honorary naming of “Mount Olive Way” at Clark and North streets.

Council also honored the 100th anniversary of the American Legion Auxiliary Winnek Post 396 and declared May 5–11 as Public Service Recognition Week, expressing gratitude to public employees across all levels of government.

A scheduled discussion on the MAP Grant Selection Committee was tabled due to Councilor Pealer’s absence. Council unanimously approved meeting minutes from seven prior sessions, ranging from March 24 to April 28, 2025.

During public comment, resident Mr. Taylor voiced strong concerns over council professionalism and transparency regarding the ethics board. Another resident, Stephen Kelly, spoke on recent discussions about panhandling, urging the Council to adopt a person-centered approach rather than relying solely on punitive measures.

City Manager Amie Hendrix reported multiple staff transitions. The Director of Planning and Economic Development will depart May 22, and the Recreation Director will leave in July. Hendrix acknowledged the week as Public Service Recognition Week and commended city staff for their ongoing dedication, especially during challenging conditions.

Hendrix also announced that Geneva has been selected to participate in a national economic mobility cohort, receiving a $20,000 grant sponsored by ICMA and the Gates Foundation. The program aims to identify barriers to opportunity and develop actionable solutions.

Council approved four board and commission appointments:

  • Joshua Kane to the Industrial Development Agency (IDA) Board
  • Michael Slato to the Board of Ethics
  • Maddie D’Amico to the Local Development Corporation
  • Phil Beckley reappointed to the Geneva Housing Authority

Council also voted to schedule a public hearing next month related to property disposition. The item was added to the agenda and approved following procedural motions and a 3-2 vote.

In councilor updates, Councilor Lavin suggested a review of traffic signage at the J Street and South Main intersection. Councilor Whitfield and others publicly thanked outgoing Planning Director David West and soon-departing Recreation Director Dave Sharman for their service.

Councilor Morraco highlighted the value of recent town hall-style meetings, encouraging continued direct dialogue between residents and city officials to improve understanding of municipal operations.
