Auburn City Council to consider budget, tax cap override, and more tonight

Auburn City Council will meet tonight at 5 p.m. at Memorial City Hall for a business session that includes discussion on a proposed tax cap override, budget input, property sales, and multiple resolutions affecting city operations and finances.

The meeting will open with ceremonial proclamations recognizing National Tourism Week and William Seward Day. Karen Kuhl of Cayuga County Tourism is scheduled to accept the tourism proclamation, while the Seward Day proclamation honors local Boy Scout traditions.

Council is expected to receive input from members of the public and review minutes from its April 17 and April 25 meetings. Mayor Jimmy Giannettino will then present the City Manager’s report, followed by Council input on the fiscal year 2025–2026 city budget.

A key legislative item on tonight’s agenda is the first reading of Local Law #1 of 2025, which would authorize the city to exceed the property tax levy limit set by New York State’s General Municipal Law. Council will also vote on Resolution #47 of 2025, which would authorize a public hearing on the proposed law to be held May 22.

Additional resolutions up for consideration include:

  • Resolution #48 of 2025, approving the sale of surplus vehicles, equipment, and miscellaneous items—including a 2007 Ford Police Interceptor and a 2007 American LaFrance Aerial Truck—under the city’s updated Procurement and Surplus Policy.
  • Resolution #49 of 2025, authorizing a reassessment of city properties in line with a policy requiring updates every four years.
  • Resolution #50 of 2025, accepting a $1,900 annual grant from the CNY Community Foundation’s John G. Chomyk Fund to support maintenance at Falcon Park.
  • Resolution #51 of 2025, establishing a Fund Balance Policy that aims to maintain a general fund balance between 6% and 15% of audited expenditures, in compliance with GASB Statement 54.

Council will also review several land transactions:

  • Resolution #53 of 2025, to sell 17 Hoffman Street to Dawn Oler for $68,000 for renovation and resale.
  • Resolution #54 of 2025, to sell 242 Seymour Street to Rachel Bailey for $30,000, with plans to renovate and rent the property.
  • Resolution #55 of 2025, to sell 49 Holley Street to Rolando Zamora for $23,000 for use as a primary residence.

Other agenda items include:

  • Resolution #52 of 2025, authorizing a one-year contract with Canine Cove, LLC to provide dog control and kennel services, with options for renewal.
  • Resolution #56 of 2025, approving a master agreement with the New York State Department of Transportation for the Brookside Drive culvert replacement project.
  • Resolution #57 of 2025, setting a public hearing regarding renewal of a Verizon cable television franchise agreement.
