Walworth Town Board Approves Budget Items, Hears Updates on Sewer Proposal and Community Projects

Walworth Town Board Approves Budget Items, Hears Updates on Sewer Proposal and Community Projects

The Walworth Town Board met this week to vote on a series of resolutions, review a major infrastructure proposal, and hear updates on local initiatives, including a new community-based development proposal and ongoing solar energy plans.

MRB Group Presents Sewer Replacement Proposal

The board heard a presentation from the MRB Group regarding a proposed replacement of the Walworth-Palmyra Road sewer line. Details of the proposal were not discussed during the available meeting materials, but the item was listed on the agenda as the main presentation for the evening.

Town Clerk Reports and Budgetary Resolutions

Town Clerk Jean Martin delivered her monthly reports for February and March 2025.

The board then passed several resolutions under Resolution-25:

  • Approved budget modifications.
  • Approved Abstract 4.
  • Authorized the Town Clerk to issue a renewal license for British Auto Salvage to continue operating an automobile salvage yard.
  • Accepted a letter of credit from Orchard View Development, LLC for sections 6A and 6B of the Orchard View subdivision.
  • Approved the hiring of Heather Behrendt as a part-time clerk typist at a rate of $17.42 per hour, effective on or around April 21, 2025.

Planning Board Continues Review of Solar Project

During the Planning Board session, the board continued its public hearing on an application from Nover Solar Farm LLC for a proposed 5-megawatt community solar project spanning properties at 1010 Atlantic Ave, 1045 Cator Road, and 4251 Canandaigua Road.

Representatives from Nover Solar Farm described the project’s environmental constraints, including wetlands and proximity to an RG&E transmission corridor. The proposed development includes combining three parcels into two and developing 23 of the 66 purchased acres. The applicant said a visual impact study and updated landscaping plan would be submitted at a future date.

Although the board voted to declare itself lead agency for the State Environmental Quality Review Act (SEQRA) process, it opted to delay making a SEQRA determination until additional materials, including visual simulations and landscaping rationale, are submitted. Public comments raised concerns about visual impacts, endangered species, and construction traffic.

Community Cooperative Concept Presented

Amanda Dufresne of High 315 Company presented a concept plan for a multi-use, community-rooted cooperative at 4320 Canandaigua Road. The proposal envisions a site featuring a commercial kitchen, small animal processing facility, and community market space, as well as potential future educational and senior living components.

Dufresne said the proposal is still in the planning phase, and the property is not yet available for purchase. She expressed interest in gauging board support and seeking guidance on permitted uses, zoning considerations, and regulatory requirements.

Board members responded positively to the concept and encouraged Dufresne to work with town staff to refine the plan and explore feasibility based on infrastructure and zoning limitations.
