Aurora Finalizing Wells College Water Plant Acquisition as Budget Vote Nears

The Village of Aurora is finalizing its acquisition of the Wells College water plant, a key move prompted by the college’s 2024 closure.

While the plant is being gifted to the village, Aurora will pay a $10 transaction fee. The deal still requires approval from the New York State Attorney General’s Office. Village officials have already assumed operational control of the facility and discovered it could add $209,500 to the annual budget — a cost that may triple water rates for residents if state assistance is not secured.


Without additional revenue or outside aid, village officials warn the increased burden could threaten Aurora’s viability as a municipality. However, future redevelopment of the Wells College campus, such as reopening under a new institution or being converted for housing, could generate income and help offset rising utility expenses.

The Village Board of Trustees will meet Wednesday, April 16 at 6 p.m. at the Firehouse Meeting Room to vote on the final 2025–2026 budget. The agenda also includes financial reports, department updates, and planning for the May Cayuga County Association of Villages Dinner.

Treasurer Ann Balloni is expected to present budget modifications and a summary of bills for approval. The meeting will also feature reports from the Code Enforcement Officer and Village Historian, as well as routine procedural items including the approval of minutes and official announcements.
