Phelps board to review budget, sewer rates, and grant plans at Thursday meeting

The Village of Phelps Board of Trustees is set to tackle a packed agenda at its regular meeting on Wednesday with key votes and public hearings on the 2024–2025 budget and a proposed sewer rate increase.

The meeting will begin with Mayor Don Wilson, Jr. calling the session to order, followed by public hearings on the village budget and sewer rates. Both issues are expected to draw attention from residents.


Among the agenda highlights is a presentation from CLNB and the adoption of the upcoming fiscal year budget. Treasurer Lisa Schiminske will present financial updates before the board votes on finalizing the budget. Trustees will also review quotes for iPads, tabled from a previous meeting.

Correspondence on the docket includes a thank-you letter from the Office for the Aging and a resolution from the Cayuga County Legislature opposing a state Senate bill.

The meeting will include departmental reports from codes, wastewater treatment, public works, fire, recreation, and the waterfront committee. Clerk Jen Ogburn is slated to present on new chairs for the boardroom.

Old business discussions will focus on several long-term projects, including the Local Waterfront Revitalization Program, joint water agreements, DRI planning, the Wheat Street Apartments project, and Salato Gardens. A community meeting on the Wheat Street development, hosted by INHS and Gavras, is scheduled for April 16 at BOCES from 6 to 8 p.m.

The board will also discuss 2024 grant opportunities, playground planning, work rules, and options related to water and sewer debt on village tax bills.

The session will wrap up with the approval of over $153,000 in vouchers and consideration of new business items not yet detailed.
