State scrambles to complete home care program transition

As New York transitions its $9 billion Medicaid home care program to a single administrator, the Health Department is calling on state employees to help meet the looming deadline.


Tens of thousands of users and personal assistants in the Consumer Directed Personal Assistance Program (CDPAP) have until April 30 to register with Public Partnerships LLC. To assist, DOH is offering comp time and overtime pay to staff willing to process paperwork nights, weekends, or during work hours. Officials say the effort is critical to ensuring care continuity and curbing excessive administrative costs.

Despite over 150,000 already registered, many still face hurdles, especially those without internet access. Lawmakers worry the grace period may be too short, but Hochul and legislative leaders aren’t budging on the timeline.
