City manager appointment, rescue vehicle discussion headline Auburn City Council agenda

Days after a heated public comment session and approval of a land sale and plumbing code revisions at last week’s Auburn City Council meeting, the Council will return to Memorial City Hall this Thursday, March 27, with another packed agenda.

This week’s highlight is Appointment Resolution #35 of 2025, which formally confirms Jennifer L. Haines as the city’s next City Manager, effective May 31, 2025, following the retirement of longtime administrator Jeffrey Dygert. Haines, a 31-year city employee, is currently serving as Assistant City Manager during a transition period outlined in a detailed contract agreement.


The new contract spans from January 1, 2025, through June 30, 2028, and includes provisions for Haines to extend her term by up to two additional years with council approval. As of May 31, she will receive an annual salary of $150,000, with annual 2% increases and standard benefits, including health coverage, vacation, and deferred compensation. The agreement also formalizes expectations for civic involvement, outside activity disclosure, and performance evaluations.

In addition to the City Manager resolution, Thursday’s meeting includes:

  • A ceremonial proclamation designating March 29 as “Welcome Home Vietnam Veterans Day” in Auburn, recognizing the service and sacrifice of local Vietnam-era veterans.
  • A public presentation from Auburn Police Department Deputy Chief Spingler, Lt. Deyo, and Sgt. Gonzalez on the potential acquisition of a rescue vehicle to expand the department’s emergency response capabilities. Details on the proposed vehicle and funding source have not yet been disclosed.
  • Approval of meeting minutes from the March 13 and March 20 council sessions.

As always, the meeting will begin with the roll call, Pledge of Allegiance, and a moment of silent reflection, followed by announcements and an open public comment period.
