Budget talks begin with debate over masks, phones

New York’s budget negotiations kicked off with little friction—except for a surprise proposal from Gov. Kathy Hochul to restrict public mask-wearing. According to Spectrum News 1, while talks remain in early stages, lawmakers are already weighing controversial policies like a statewide school phone ban and criminal justice reforms.


The mask proposal, framed as a public safety measure, aims to prohibit masks used for harassment or intimidation, with exceptions for health, religious, and protest-related reasons. Progressives have pushed back, citing concerns over protest rights and immigration enforcement.

Meanwhile, Hochul’s call for a bell-to-bell school cell phone ban has also met resistance. Legislators are advocating for more flexible, district-based solutions. Despite differences, both sides agree discussions are still on track for potential compromise.
