The Penn Yan Village Board is set to meet tonight at 6 p.m. in Village Hall to discuss a range of matters, including a proposed tax cap override, infrastructure improvements, and personnel changes across various departments.
The meeting will begin with a public hearing on Local Law A of 2025, which would allow the village to override New York State’s tax cap. If approved, the law would permit Penn Yan to raise taxes beyond the state-imposed limit if deemed necessary.
The board will also consider multiple motions related to public utilities and infrastructure projects. These include contract approvals for wastewater treatment plant upgrades, sewer forgiveness requests for two properties, and a proposal to submit a water treatment automation project for Yates County grant funding. Additionally, the board will vote on awarding a contract for a new fence installation at the impound lot.
Personnel matters will also be a key focus of the meeting. The board is expected to vote on the hiring of a part-time police officer and the appointments of multiple water and wastewater treatment plant workers. Other motions include the creation of a senior utility service worker position, adjustments to seasonal employee pay rates, and revisions to the minimum qualifications for police officers, reducing the education requirement to a high school diploma.
The fire and police departments will also present their January activity reports, and the board will vote on approving two new fire department members. Additionally, surplus police equipment—including outdated radar units, uniforms, and pedestrian safety plaques—may be sold or donated to the Oliver House museum for display.
Further business includes updates on the Downtown Revitalization Initiative (DRI), a discussion on the Keuka Moorings Development Project, and a vote on approving a new event application form.
