A Branchport woman was arrested on January 19 following a welfare check at a Penn Yan business.
Joanna J. Rutherford, 40, allegedly refused to leave the establishment and began acting in a disorderly manner.
Police say Rutherford resisted arrest, called 911 without cause, and refused to enter a patrol vehicle after being taken into custody.
She was charged with third-degree falsely reporting an incident, resisting arrest, disorderly conduct, and having an open container.
Rutherford was released with an appearance ticket for Penn Yan Village Court.
