Police: SF man strangled person to unconsciousness, threatened them with a knife

A Seneca Falls man was arrested early Monday morning following a violent domestic disturbance in which a victim was threatened with a knife and strangled to the point of unconsciousness.

Kaseem R. Hoover, 31, was taken into custody by the Seneca Falls Police Department around 6:30 a.m. on December 30 after officers responded to a reported domestic incident. An investigation revealed that Hoover menaced the victim with a knife before strangling them, causing the victim to lose consciousness. The victim was transported to a hospital for medical treatment.


Hoover faces multiple charges, including strangulation in the second degree, menacing in the second degree, unlawful imprisonment in the second degree, criminal possession of a weapon in the fourth degree, and harassment in the second degree.

Hoover was transported to the Seneca County Jail for arraignment, and an order of protection was requested on behalf of the victim.
